This event, convened by the All-Party Parliamentary Group for Skills, Careers and Employment (APGSCE), will bring together parliamentarians and local government representatives to discuss the role of devolution in shaping skills pathways, careers provision and employment support.
The discussion comes at a significant moment as the English Devolution and Community Empowerment Act 2026 has begun transferring new skills and employment functions to Mayoral and Strategic Authorities, and new Prime Minister Andy Burnham, a former Mayor of Greater Manchester, has set out early plans to deepen devolution across England as a central plank of his government. With Skills England’s 2026 Annual Skills Report also placing local, place-based delivery at the centre of efforts to close skills gaps and improve outcomes for young people, including those not in education, employment or training, responsibility for skills is increasingly split between national and local government.
The roundtable will consider what these changes mean in practice, and how national and local strategies can be better aligned. Contributions are welcome from all attendees as part of an open, cross-party discussion.
