It is with great sadness that we mark the passing of Phil Woolas, a passionate advocate for assistive technology and a steadfast champion of inclusion for disabled people. Our thoughts are with his wife Tracey and their family at this difficult time.
Phil served as a Member of Parliament for over a decade, where he was known for his commitment to public service and practical policy solutions. His Parliamentary career included ministerial responsibilities, giving him a deep understanding of how Parliament and government can drive real‑world change.
Phil was instrumental in developing the ACE Centre from a local charity into a national organisation. The ACE Centre provides assistive technology (ATech) and augmentative and alternative communication (AAC) services for people with complex communication needs. Under his leadership, it expanded to deliver assessment, training, advice, and information services nationwide, while also influencing statutory policy on communication support.
In 2017, Phil approached Policy Connect to explore establishing an All‑Party Parliamentary Group (APPG) on Assistive and Accessible Technology. His aim was to ensure Parliament better understood the benefits of ATech and how academic expertise, research, and industry innovation could be integrated into policy discussions on disability and inclusion.
That vision became a reality. The APPG has since thrived, engaging Parliament and Whitehall and contributing significantly to policy debates. Phil’s foresight, determination, and leadership were central to its creation.
His work in championing assistive technology leaves a lasting legacy. Policy Connect remains deeply grateful for his support, which will continue to inspire and shape efforts to improve accessibility and inclusion for many years to come.
