Better utility regulation
In collaboration with Professor Dieter Helm, WSBF and Carbon Connect are running a roundtable discussion to discuss how the regulation of utilities should change in the future as we move to a lower carbon, smarter and more resilient system.
The event will explore how regulation of utilities should change in the future, taking into account the future needs of the system: for example, how Ofgem can facilitate a transition to low carbon heat, or how Ofwat will regulate water in a system more stressed by climate change.
Professor Dieter Helm will outline his ideas on a future regulatory system for utilities, building on his recently published System Regulator Model. The wider discussion will explore how participants see regulation of utilities changing in the future, and what needs to be done to get there.
This meeting will be chaired by Maxine Frerk from Grid Edge Policy. Speakers include Professor Dieter Helm from the University of Oxford, Jeff Hardy from the Grantham Institute, Alena Kozakova from Ofwat and Charles Nancarrow from the National Audit Office.
