Trust, Transparency and Tech: The Public Sector Licence to Operate

Following on from the launch of Trust, Transparency and Tech in May 2019, the All-Party Parliamentary Group for Data Analytics (APGDA) is hosting a series of roundtables to discuss the policy impact and implementation of the report’s recommendations.

The first of these will take place in Parliament on Tuesday 11th September to discuss the principle of the public sector licence to operate. The APGDA found that organisations providing public services should regard data ethics as a part of their basic remit, with a duty to deliver on the following core principles:

• Seeking and building in public views on data exploitation during service design
• Designing in how the citizen will gain access to meaningful information about themselves
• Providing a ‘right to explanation’ on factors included in algorithm-based decisions as they affect the individual

This roundtable will bring together a range of stakeholders from the public and private sectors to discuss how data-driven public services can be provided in a way that maximises innovation whilst guaranteeing the rights of the individual and broader social consent.
